Access the Control panel and ensure the top left reference point
is selected, then input these exact measurements for professional alignment:

Before creating our custom color, we need to ensure the correct color attribute is active. Open the Swatches panel through Window > Color > Swatches.
In the Swatches panel's top-left area, verify that the Stroke swatch sits in front (indicating it's active), as illustrated below. If the fill is forward instead, click the stroke to activate it.

and select New Color Swatch.Keep Name with Color Value checked for organized color management and configure these specifications:
Color Type: Process Color Mode: CMYK Color Values: 0% Cyan, 100% Magenta, 100% Yellow, 0% Black Add to CC Library: Uncheck this option if displayed Professional Note: Disabling Add to CC Library keeps this color local to your current document, preventing unnecessary clutter in your shared color libraries across projects.
Click OK to create your custom swatch.
Your rectangle's stroke now displays the new color, though it may appear subtle at the current weight.
Increase the stroke's visual impact by setting the stroke weight to 4 pt in the Control panel, as shown below:

Now to add the masthead typography. Select the Type tool
